Retired Florida Sea Grant seafood safety specialist Steve Otwell will deliver the eulogy at Leavins’ funeral service, scheduled for Thursday, Oct. 6, at 2 pm EDT at Living Waters Church of Apalachicola. Leavins is survived by his wife, Alice; two children, and numerous grandchildren. Southerland Funeral Home in Panama City is handling arrangements.
