2025 Florida 4-H Hall of Fame Inductees: Celebrating Legacies of Service and Leadership

Gainesville, FL – April 29, 2025 – The Florida 4-H Foundation and UF/IFAS Extension 4-H Youth Development Program are thrilled to announce the 2025 inductees to the Florida 4-H Hall of Fame. This prestigious honor recognizes individuals who have demonstrated exemplary leadership and service, and unwavering dedication to the mission of 4-H.

2025 Florida 4-H Hall of Fame Inductees:

  • Barbara Briggs of Sarasota County
  • Roy Carter, Sr. of Gulf County
  • Todd & Sandra Dailey of Marion and Sarasota Counties
  • Steven Alden Hilliker, PhD of Florida posthumously awarded
  • Oliver “Pat” Miller of Okeechobee County

A formal induction ceremony will be held July 31, 2025, at the University of Florida to celebrate their exceptional achievements. We are proud to honor them for their incredible contributions.”

Meet this year’s inductee’s:

Barbara Briggs

Barbara Briggs has been a dedicated volunteer with Sarasota County 4-H for more than 35 years. She first became involved with 4-H as a youth in Kansas City, Missouri, and continued her commitment through various roles, including club leader, mentor, and foundation member. Barbara is a graduate of the University of Florida College of Law and served as a judge for the 12th Judicial Circuit Court of Florida for 18 years. Her contributions to 4-H include teaching parliamentary procedure, leading demonstrations, supporting numerous clubs and advocating on behalf of Sarasota 4-H. Barbara’s dedication to 4-H and her community exemplifies her leadership, citizenship, and character.

Roy Carter, Sr.

Roy Carter, Sr. served more than 36 years as an Extension agent in Gulf County, including as County Extension Director. He pioneered numerous initiatives, including horse, livestock, and gardening projects, and collaborated with local schools and the Expanded Food and Nutrition Education Program (EFNEP) to create year-round 4-H opportunities for rural youth during and after school. Roy’s passion for agriculture began as a youth growing up on a dairy farm in Mississippi. He advanced his education earning a bachelor’s in agricultural education from Alcorn State University, and a master’s from Florida A&M University. In his retirement he continues to actively lead robust school and community programs to mentor and inspire young people.

Todd & Sandra Hiett Dailey

Todd and Sandra Dailey each were active youth members of Florida 4-H – Todd in Marion County and Sandra in Sarasota. Both were accomplished 4-H members representing Florida at numerous national competitions and programs. It was through their 4-H connections they would meet at the University of Florida. Sandra would receive her bachelor’s from UF in agricultural and extension education and serves as a teacher in Marion County. Todd has a bachelor’s in animal science from UF, is a brother of Alpha Gamma Rho, and retired after a 34-year career with Farm Credit of Florida. Todd and Sandra have remained dedicated 4-H volunteers in Marion County, in the region and nationally. Recognizing the impact of 4-H in their own lives, and the lives of their children, Todd and Sandra continue to serve and advocate at local, state and national levels.  

Steven Alden Hilliker, PhD

Dr. Steven Alden Hilliker was a Florida 4-H State Specialist known for his quiet leadership and dedication to education as the core mission of Extension. Dr. Hilliker played a pivotal role in organizing the annual Florida 4-H Congress – now known as 4-H University – ensuring it remained an impactful and memorable event shaping future pathways for thousands of young people. His passion for mentorship extended to supporting county Extension professionals. He channeled his personal passion for dogs into leading the Florida 4-H Dog program and organizing the state show at the Florida State Fair that continues to this day. The Florida Association of Extension 4-H Agents (FAE4-HA) sponsors a scholarship each year in his memory to a graduating senior. 

Oliver “Pat” Miller

Oliver “Pat” Miller began his career with Extension in Indiana at Purdue. He joined UF/IFAS Extension in 1984 as dairy agent and county Extension director for Okeechobee County, retiring in 2009. Although 4-H was not his primary program assignment, Pat has been a dedicated supporter of 4-H throughout his career and into retirement. Pat made significant contributions beyond the county organizing, scoring and coaching a variety of judging contests at local, regional, state and national levels. He has been an active volunteer with the Ag Ventures program and in significant fundraising efforts for Okeechobee 4-H. Pat’s unwavering commitment to 4-H has positively impacted countless youth, fostering skills and community bonds that continue to thrive.
